From what I see the United States offers several programs, however there are still millions of people in these situations. So, for whatever reason, either there aren't enough programs or the information isn't reaching these populations. There are many people who will find interest in these topics. For starters, anyone working in the social sciences would most likely be interested in getting started. Together with people or families who are actually going through the problem.
