Bush visited Vietnam, praising its progress and growth despite the war caused and exacerbated by American ideals. This act of humility would not have happened without Agent Orange. The goal of U.S.-Vietnam relations would not be to improve the health of their people. US contributions to Vietnam would likely consist of providing socioeconomic support, not HIV/AIDS or (socialist) avian influenza. Without Agent Orange there would be much less humanitarian attention paid to aid for Vietnam. Bush's decision to meet with President Triết reformed US-Vietnam relations by re-establishing trade.
