Many people find it a problem that territories do not receive electoral votes because they are not a state. Even though they are part of the United States and their citizens are US citizens, they have no say in presidential elections. Although Puerto Rico, American Samoa, the Virgin Islands, and Guam hold primaries and select delegates, they cannot vote in the general election3. If you are a US citizen living abroad, such as in Italy, you can send in your ballot. If you are an American astronaut living in space, you can still submit your ballot. Why then, if you are a U.S. citizen and you move to any of the U.S. territories, or live in any of the territories, can't you send in a ballot? Some also argue that with the “winner takes all” system, it becomes very difficult for third-party candidates to win elections.
