In 1990, Army Colonel Idress Deby seized power from Habre, who fled into exile in Senegal. Chadians agreed to make a new constitution and voted in presidential elections in 1996. Deby won the elections and planned a re-election in mid-2001. With the help of the French and the United States, Chad fought a war against Libya. At risk was ownership of the Aozou Strip, a strip of desert rich in oil and uranium on the border between Chad and Libya.
