The Bush administration secretly ordered the NSA to eavesdrop after the September 11 terrorist attacks. The base where the NSA operated its eavesdropping program is in Bluff Dale, Utah, the building spans 1,500,000 square feet and has the capacity to hold up to five zeta bytes of data and cost nearly $ 2,000,000,000. The act of spying on US citizens even if they are suspicious is a threat to people's privacy and the privacy of members of other countries is violated by NSA with the act of wiretapping. The act of wiretapping violates privacy laws, such as amendment four of the Bill of Rights which says: "Every person has the right to be protected from unreasonable searches and seizures of his person, his homes, his documents and of all his possessions". The wiretapping controversy has caused panic and hysteria among US citizens and its allies. This panic and hysteria has unsettled the government causing mistrust and concern towards it from both groups. The panic effect of NSA wiretaps has led many people, such as journalists, to limit their freedom of speech out of fear that the NSA will brand them as terrorists and under the First Amendment of the Bill of Rights this constitutes a violation of the right to the freedom of expression of the people consists of the right to freedom of speech, press, assembly and to petition the Government for a redress of grievances, as well as the implied rights of association and belief.
