However, some sources say the DHS-led National Infrastructure Protection Plan (NIPP) falls far short due to failure to listen to and share information with owners/ critical infrastructure operators. The NIPP document created by DHS is for government use and is not a plan to improve resilience. The document is said to lack information on the private sector and most believe meetings with the government about the document fell on deaf ears. Regarding the information sharing part of the document, there are shortcomings that do not improve situational awareness at national level. However, there are seven topics raised in the new document since its original creation four years ago. The first is to elevate security and resilience as the primary objective of CIP efforts. Second, expand and upgrade critical infrastructure risk management. Third, focus on national priorities determined jointly by the public and private sectors. Fourth, integrate cyber and physical security. Fifth, affirm the reality that the security and resilience of critical infrastructure requires international collaboration. Sixth, show continued progress in supporting the implementation of the plan at both national and community levels. Finally, present a detailed call to action that includes steps the federal government will take to work with partners to make progress toward safety and security
