The Daniel Pelka Serious Case Review is one of many that are conducted each year across the UK. A serious case review is a local investigation into the death or serious injury of a child, where abuse or neglect is known or suspected. These are led by local child safeguarding committees; with the main focus on what lessons can be learned locally to prevent this from happening again (Brandon, Bailey, Belderson, 2010). In this textual analysis we will look back at previous case reviews including Jasmine Beckford and Baby P. We will then look at what recommendations have been made and use the Peka case to see how long we have learned from our previous mistakes or whether we are still in the same situation current that we had then. Jasmine Beckford's case is the oldest of the three; in 1984 Jasmine died due to long-term abuse at the age of 4. In 1981 she and her younger sister suffered serious injuries and were placed with foster parents for six months. They were subsequently admitted home with their mother on a probationary basis as social services were supposed to support them. During the last ten months of her life, Jasmine was seen only once by social workers (Corby, 2006). During the trial the judge said that lead social worker Gunn Wahlstrom was "naive beyond belief." This report made over 68 recommendations to ensure cases like this do not happen again. Recommendations included putting the child first and the parent second. “Jasmines' fate illustrates only too clearly the disastrous consequences of the misguided attitude of social workers who treated Morris Beckford and Beverley Lorrington as clients first and foremost” (London Borough of Brent, 1985, p295).
